Order Hold and Release — Fulfillment Holds With Stated Reason
### oneLiner
Places or releases holds on fulfillment orders in batch — with a stated reason and optional auto-expiry date.
### whenToUse
- When a fraud detection system flags a batch of orders as suspicious and you need to block them from shipping pending review.
- When inventory is out of stock and you want to hold specific orders until replenishment arrives.
- When you want to bulk-release holds after verification is complete and restore orders to the normal fulfillment queue.

An inline summary table: order name, fulfillment order ID, previous status, new status. In human format, a summary shows: orders targeted, fulfillment orders held or released, skipped (already in target state), and errors. No CSV output.

Always run with `dry_run: true` first — especially when using `query_filter`, to confirm the order count before placing bulk holds. Holding an order delays delivery to the customer. Set `hold_until` to prevent holds being forgotten on active orders. To release holds, run the same skill with `action: release`.
